It is necessary for the common good that authority should control, in a decent manner, the tranquillity of the community and that of its members. The common good justifies the right of self-defence recognised by law for individuals and for all. The Council declared: "It is not when there is no war, nor when the forces on one side and the other are balanced, that we can say that the country is at peace...". One of the fundamental elements necessary for the common good is the protection by the State of fundamental human rights. Society must enable its individual members to respond to God's call.
