It is the common duty of Laity and Priests, who are both under the auspices of the Bishop, to lead the People of God in each Parish and District, which is grouped into a Diocese. It is therefore right and just to demand of all priests and parish priests the so-called "capacity to lead" Christians, whether they lead or entrust them, and the capacity to manage the goods of the Church.

So it's not organized and illegal if the administration is monopolized by the Laity, and it's not customary; and it is not accepted and it deviates completely from the order established by the Church so that the Pastor or the Priest takes charge of the governance of the People of God and the management of the goods of the parish, without passing by a council.

This is exactly why the Pastoral Council and the Economic Council or Administrative Council, which are designed to help the priest in charge, to manage all affairs fairly, in order and calm, so that no one does something wrong.

Therefore, faced with the revocation or suspension of these Councils, for various reasons (illness, death, insecurity or chaos), it is the duty of the President of the District and of all the VPAs in office with the Provincial Priest or the Pastor or the Priest Representative of the Diocese, the so-called "Collegiate Administration", as arranged by the diocese in which they live, in accordance with general canon law or canon law. So take strength, and try to tolerate each other, help each other and support each other, because we really are members of the family!
