"Midonanam-poana" is a combination of two words, "midonaka" inactive and "foana" always. "Idle" people just stay, don't work, just sit there. "Always" is used to refer to something often, repeatedly. Thus, an idle person is one who does not engage in good work, not looking for something to do. Catechesis on Idleness, with Fr. Ratinarivony Laurent.
