The National Rice Development Strategy (NRDS) did not achieve its objective in 2016-2020. The increase in production does not exceed 4%, which is substantially in line with population growth, according to the Minister of Agriculture and Livestock, Ramilison Harifidy.
More than 90% of the rural population live from agriculture and make rice their main food. Also, Madagascar has taken up the challenge of combating food insufficiency, becoming the breadbasket of the Indian Ocean and exporting to Africa. The State has established a strategy to improve production, again according to the Minister of Agriculture and Livestock.
The causes of the non-achievement of the NRDS objectives are, among others, population growth, dilapidated infrastructure, climate change, the pandemic and natural disasters...
To reposition the strategy, a revamping and improvement workshop organized by the Ministry of Agriculture and Livestock, in partnership with JICA and CARD, was held on May 12, 2022.
