A good citizen is someone who likes order, values peace and has a strong character of mutual respect. Even a simple greeting to people who are considered poor and neglected is enough for them to change their mind and improve themselves. The election of mayors and councillors is the basis of the system that enables the country to develop from the commune upwards. The 13 million citizens are the guarantee of development.
